The state of Nevada offers a few first-time homebuyer programs, including the Home Is Possible (HIP) program, the Home At Last (HAL) Down Payment Assistance program and the Mortgage Credit Certificate (MCC) program. These programs are designed to simplify the path to home ownership, especially for low-income, rural and otherwise disadvantaged homebuyers.

In most cases, qualification is limited to first-time homebuyers. However, programs such as Home at Last are available to qualifying current homeowners. Home Is Possible For Heroes extends assistance to any veteran, active-duty soldiers and their surviving spouses, regardless of history of home ownership.

The coalition, consisting of various organizations and community leaders, is working to connect the Black community with resources and information to overcome barriers to Black homeownership that include a lack of capital for down payment and closing costs, inadequate access to credit and poor credit history, insufficient financial literacy and lack of knowledge about the home buying process.

In the mid-1930s, when Congress established the Federal Housing Administration (FHA) and rolled out programs to increase home-buying opportunities, African Americans and other people of color were left out of the plan. Some of the programs explicitly excluded people of color through requirements stipulating that homes built with subsidies from the FHA could not be sold to Black families. Homeownership programs geared to veterans allowed banks to deny mortgages to Black veterans, and Black real estate agents were kept out of the National Realtors Association through policies that allowed for the exclusion of members based on race and sex.

White said African Americans who migrated to Las Vegas during World War II for work had high incomes, including earning good money working at the Basic Magnesium Incorporated plant for the U.S. government. Still, they struggled to purchase homes because they could not qualify for housing programs or receive loans, and were effectively barred from living in white neighborhoods.

What followed were numerous conversations that eventually led to the creation of the Las Vegas Coalition to Make Homes Possible and the goal to get 25,000 Black families into homeownership in Las Vegas over the next 10 years. The coalition aims to connect Black families with existing homeownership resources and programs.

NPI Homebuyer Education Workshops are offered three times per month via in-person meetings and webinar presentations. The class is designed to educate homebuyers of the requirements and steps toward qualifying for a mortgage and buying a home. The class also highlights several of the homebuyer assistance programs that are available in the community. The workshop is a requirement for all clients using NPI DPA programs and participants receive a certificate of completion that is good for 12 months.

The Federal Housing Administration (FHA) program is one of the most popular first-time homebuyer programs in Nevada. While backed by the FHA, loans are distributed by external lenders throughout the state. The biggest benefit by far is the reduced down payment requirement.

Other federal homebuyer programs are a partnership between an organization and a third-party lender. Fannie Mae and Freddie Mac, on the other hand, are government-sponsored mortgage providers. They are similar entities but offer different programs with a range of benefits that first-time homebuyers can appreciate.

The RVDA is the third organization providing homeownership assistance programs to Nevadans. Its Down Payment Assistance Program provides eligible homebuyers with up to $10,000 to help cover your down payment, closing costs, and other expenses like an appraisal, title search, escrow fees, document preparation and inspection costs.

The NHSSN also provides one-on-one counseling with homeownership consultants. You can take advantage of this if you need help with credit issues, mortgage options, and any other challenges you may encounter during your homebuying process.

The U.S. Department of Agriculture Rural Development division is dedicated to helping improve lives in rural communities all across America and some of its most impactful efforts come in the form of rural home-buying programs.

The USDA rural housing homeownership efforts include two separate programs, one of which is the single-family housing guaranteed loan program. This program gives individuals a chance that they may otherwise not have as it provides a 90 percent guarantee to back a loan obtained through an approved lender. By facilitating the securing of loans, USDA can help many begin the journey of purchasing a home of their own.

According to the information provided, the first requirement a potential applicant of the direct home loan program must meet is that they are at that time without decent, safe, sanitary housing. Furthermore, applicants must be unable to obtain a loan from any other source with terms that they could be reasonably expected to meet. The direct home loan program also requires applicants meet low or very-low income eligibility requirements. Undoubtedly one of the biggest impediments to home buying is the often large down payment required just to get started. With Home at Last at their side, however, buyers can receive up to $22,600 in down-payment assistance in order to surmount the challenge.

Our partner programs vary, like in Milwaukee, where Acts Housing is launching Acts Housing Homebuyer Power Pack, a cohort of nearly 140 potential homebuyers who can participate in 12 courses on financial education. Those who complete all 12 courses will earn $1,000 toward paying off debt or for a down payment.

Down payment assistance (DPA) programs help homebuyers with loans or grants that reduce the amount they need to save for a down payment. First-time homebuyers can apply for down payment assistance through state and local programs. Grants and forgivable loans are available through partnerships with local municipalities, state programs, and banking institutions aimed at meeting affordable housing needs. Most DPA programs have a deed restriction, meaning, the homebuyer must live in the property up to 5 five years in order to receive complete forgiveness.
